Steam Stuck on "Loading User Data" - Fixes
The "Loading user data" hang hits after login when Steam's handshake with its servers stalls - sometimes it is a Steam-side outage (thousands hit it on October 26, 2026), sometimes it is your client. Work through these in order.
First: check if it's actually you
Fix 1 - The offline mode trick
Works only if you've logged into Steam on this machine before.
- 1End task on Steam Client WebHelper
Open Task Manager, find
Steam Client WebHelperand end it - killing it first is what forces the client past the handshake. - 2Disconnect your internet
Pull the Ethernet cable or toggle Wi-Fi off while Steam sits on "Loading user data".
- 3Let it drop to offline mode
Steam gives up on the user-data request and opens the client offline. Reconnect your internet, then Steam menu → Go Online.
Fix 2 - Force offline mode via loginusers.vdf
- 1Open the config file
Go to
C:\Program Files (x86)\Steam\config\loginusers.vdfand open it in a text editor. - 2Set WantsOfflineMode to 1
Change
"WantsOfflineMode" "0"to"1", save, and relaunch Steam. - 3Go back online
Once the client opens, Steam menu → Go Online. You'll need to flip the value again if it recurs.
Fix 3 - Remove a recently added demo
A stuck license is a known trigger. In your browser (the client is what hangs, your account on the web is fine):
- 1Open your licenses page
Log into store.steampowered.com in a browser → Account details → "View licenses and product key activations".
- 2Remove the newest demo
If you added a demo recently, remove it from the list, then relaunch the client.
Fix 4 - Clear the download/web cache
Steam menu → Settings → Downloads → Clear Download Cache. If you can't reach Settings, delete the appcache folder inside the Steam directory while Steam is closed, then relaunch.
Fix 5 - The only guaranteed fix
FAQ
Why is Steam stuck on Loading user data?
The client completed login but its request for your account data is timing out - either Steam's servers are struggling or a corrupted local license/cache is blocking the response.
Will reinstalling Steam fix it?
Usually not when it's a server-side issue - people reinstall everything and stay stuck. Try the cheap fixes first.
Does the offline-mode trick work without a prior login?
No - offline mode requires cached credentials, so it only works on machines where you've logged in before.
Can I still play games?
Games already installed usually launch fine from their .exe directly - it's the client handshake that hangs, not the games.
