Valeriy - Genshin Impact 4-Star Electro Support
The new 4-star Electro sword unit from version 7.2, built as an off-field support and shielder for Stellar-Conduct teams. Kit, build, weapons, teams and whether he's worth your pulls.
TL;DR: Valeriy shields the team with his Skill, deals off-field Electro with his Burst, and converts stored Impact Momentum into a teamwide Electro DMG buff (Offensive Directive) - tripled for Stellar-Conduct damage. Build him with Summit Shaper or craftable Finale of the Deep, Heart of the Furnace artifacts, and stack ATK after ~160-250% ER. Best home: Mitya or other Electro Stellar-Conduct teams.
How his kit works
Skill: Electro shield
Deploys a Supercharged Shield scaling with his ATK - protection plus the fuel for his buff cycle.
Burst: off-field Electro
Deals off-field Electro damage and periodically applies Electro - his 60-cost Burst should go off every rotation, so ER matters.
Impact Momentum → Offensive Directive
After Skill/Burst he builds Impact Momentum; spend it on a special Charged Attack to grant teammates quill-like buffs to Electro DMG - heavily amplified for Stellar-Conduct reactions.
Constellations
C0 gives the quills. C2 adds a teamwide 100 EM buff. C6 is the big one: +10% Crit Rate to all Electro DMG and +40% Crit DMG to Stellar-Conduct DMG.

Targets: ~2,000-2,500+ ATK and 160-250% ER depending on team - premium Electro teams feed him particles so ~160% is often enough; solo-Electro setups need more.

In Stellar-Conduct teams, yes - he's a rare 4-star who shields, applies off-field Electro and buffs Electro damage in one slot. Outside those teams he's passable but unremarkable until constellations.
