Short answer: Shadow Monarch and Kodotoki are the safest S-tier investments right now - one for crit-sustained single-target and PvP pressure, the other for AoE lockdown. If you only pull one banner, aim for either of those before spreading resources across A-tier picks.

Devine card upgrades changed the meta. Card loadouts introduced in early 2026 pushed crit-sustained kits like Shadow Monarch ahead of older rankings - if you are following a list from before the 3rd Anniversary Update, expect it to be stale.

How to read this list
A few rules that keep pulls efficient.
